The Master in Public Management (MPM) is designed to educate managers, policy-makers and civil servants working in the public sector. Its purpose is to provide in-depth knowledge about organization and management of the Government and the public sector. The program investigates as well policies to develop and manage local territory. The program is jointly offered by the Solvay Business School (ULB) and the National Economics University of Hanoi.
The program courses are conducted at non-working hours on weekdays and during weekends. All courses use ULB teaching curricula, both in structure and content. Foundation courses are held by Vietnamese teachers. The program combines theoretical classes with more practical workshops and seminars.
The aim is not to provide a handbook of public management and of successfull State modernization, the program is designed to implicate students in a broader reflection about management in the specific context of public sector. Instead of listing concrete solutions to specific problems, the program focus on a better understanding of the problems, which can help the manager to find an appropriate solution.
Problems that a country in transition like Vietnam is facing today require appropriate solutions in order to smooth the transition, to insure a continuity between planed and market economies and to achieve a successful transition.
Considering the central role of the State and of the public sector in a socialist country, a Master in public Management seems to prove particularly relevant.
